Not actually correct. UA still wants 2 ILBs. All of our sites are reporting we will take 28-29 in this class. We are expecting at least 2 to the flip maybe 3 now that Locksley is at Maryland. UA will is expected to take another 6-7.

That may or may not include To'oto'o but he is a priority based on everything out there for this staff

Yes you can actually. The limit for initial counters is 25 for a specific class. Last year UA only brought in 21. Our sites are reporting that J Davis did not sign a NLI so based on that we only had 21 initial counters for the 2018 class. This year we can backcount 4 into the 2018 class when they EE leaving us still with 25 for the 2019 class. So 29 can actually sign this year and that does not count gray or blue shirts.

You can still back count. You no longer can get a non-qualifier spot back once they sign. You can not force a kid to take a grayshirt. Blue shirt may noy longer be allowed but unsure about that
