Not really a joke. California uses minimum security inmates as firefighters during season. Basically it's a "job skills" program that's supposed to help them get jobs when they get released.

Great idea in principle, but California being California, sets standards they can't achieve on the outside. Like no person with a criminal record can get EMT certified. And you have to be EMT certified to be a firefighter in California... so, all the training they get doesn't help in the long run.

So, basically the state is getting a large firefighter base while they are incarcerated.
