Even if there were no contaminants and you could build a new house there by next weekend, you wouldn't want to do so. Now that all those hillsides have been burned, you'll have the inevitable mudslides in all these areas next.Oh yeah, they'll spead some of it out. Demand. From what I understand this area may not be inhabitable for some time because of contaminants from the fire. Also, how many high rises will go up to replace single family homes?

They used to have significant wildfire activity until they got smart about it as you noted. Prescribed fire, selective cutting, prevention measures, etc.
And they don't even have a fraction of the firefighter base that California has. But somehow, they've managed to mainly mitigate the threat posed by fires. There are still some, but they've gotten very good at making sure the threat is minimal. With a fraction of the cost associated with the aftermath as well.
California is wildfire and wildland firefighter central. There is no way on this earth they could have or should have not been treating this in advance.
