Here is what it comes down to - the Constitution gives the Federal government the power to provide for the "general welfare of the United States". Regardless if you are activist or strict constructionist, there is no consistent definition of this clause. Hamilton believed one way - a capitalist, Madison another, and Jefferson slightly different from Madison. So even the minds behind the Constitution had no common definition of what that means. This opens the door to whoever is in power gets to interpret and apply THEIR definition.
What happens after that is the snowball effect. Once programs are begun and people become dependent on them, no one has the guts to remove it. Essentially it grows, costs adjust for inflation, etc., and more people become dependent.
