If I'm reading the ruling correctly, he had an agreement with the prosecution to have the charges dismissed and after they were the prosecution came back and charged him. Probably did that after all the public outcry, so IMO this ruling is the correct one. The prosecutor who originally made the deal to dismiss the charges should be under investigation.
This. It was corrupt, but he had a deal and complied with it.
