When the government was designed there wasn't the party system we had today. The government was designed to have a lot of friction in it, rather than to be efficient (why two legislative bodies)?
P.S. The Democratic party is no more unified than the Republicans. Generally they are less so.
We have had political parties all but 20 years of our existence. With or without parties the process was the same, bills are presented, compromised, then passed. If no one compromises then nothing gets passed its that simple.
Democrats vote straight party line and have for a long time. Whatever the party leaders tell them the agenda is today. Its not about their district or state first anymore. Republicans are wildcards but not much better. Right now Democrats are trying to prevent Trump from filling the campaign promises he was elected on, will of the people, by road blocking at every turn. I am sure the Republicans will reciprocate when the opportunity arises. Party control is too strong. This will need to be changed very soon.
