Not unless you know a way to reduce the molecular weight of helium. A given volume of helium is always able to lift exactly the same mass. They could lift more by switching to hydrogen; but that has a nasty habit of actually leaking through the ballon membrane or of combusting. And once again, the lifting power per volume is fixed. You can’t really miniaturize lighter than air vehicles

What you can do is to heat the gas to make it expand. Same mass takes up more volume creates more lift. Think it was Archimedes who first identified the buoyancy effect. Heating up helium is safe enough but hydrogen? I do that in my catalyst lab, but folks “don’t try this at home”.

Spy satellites with equivalent camera resolution are in low orbits travelling 17,500 mph and only pass overhead for short durations. A balloon can hover on station continuously for hours or even days if winds are cooperative

Looking at the women’s Twitter that posted the original video, she doesn’t seem like the type to post a fake video (obviously could be wrong). But her only other tweets are for online auctions, no political drama, etc. She’s fighting back on the narrative that it’s a fake video as well.
