I might contend that this money stays in the school system, so that is a net positive or at worst neutral, but it also leaves out many additional costs that are a net cash outflow - training, nutrition, medical, travel, compliance, etc. Is that a fair statement?

That is fair.

Even though it stays in university, likely will lead to losing some programs they cannot afford. Some non revenue programs.
