Is it really a conspiracy, though, or just ignorant statements. I want to know who/what I'm making fun of.
The earthquake-maker ray is a good conspiracy. I'll accept that one. Some of the others are more pub worthy, IMO.
Internet politics fora are clearly serious business. Get with the program.

I was too vague in my question.
What is your opinion of its over all existance.
I don't think it controls weather. Just thought of it for some reason and thought I'd ask your take.

We set off a piece WWII bomb in the midsixties, at least
the primer part of it, found it in the bottom of the Adriatic sea and a couple of drunks tried to defuse
it and when it started smoking it was thrown back in
the sea.
After about an hour they tried it again and this time it
started screaming, everyone hid behind rocks and in
a minute the fuse blew out and went whistling about a
hundred yards out in the ocean.
The bomb casing was rusted out but the primer was
still hot! Wonder some fool didn't get killed.

Well, the obvious aspects of the program are the ability to understand ionospheric activity that could cause disruptions in communication or signal transmittance while at the same time understanding how to enhance existing communication/signaling. However, as with any DARPA project, that is only part of the story. What projects it fits into and what its full range of capabilities are is likely a deeper story.
