We set off a piece WWII bomb in the midsixties, at least
the primer part of it, found it in the bottom of the Adriatic sea and a couple of drunks tried to defuse
it and when it started smoking it was thrown back in
the sea.

After about an hour they tried it again and this time it
started screaming, everyone hid behind rocks and in
a minute the fuse blew out and went whistling about a
hundred yards out in the ocean.

The bomb casing was rusted out but the primer was
still hot! Wonder some fool didn't get killed.

The location was an old Norman watch tower on the Adriatic that had been built in about 1000 AD, you could see Albania on a clear day.

Back then there was a good bit of unexploded WWII ordinance in the area, there was an island off the American beach that was off limits to us because of that fact.

Well, the obvious aspects of the program are the ability to understand ionospheric activity that could cause disruptions in communication or signal transmittance while at the same time understanding how to enhance existing communication/signaling. However, as with any DARPA project, that is only part of the story. What projects it fits into and what its full range of capabilities are is likely a deeper story.

I don't think that the device has the resolution necessary to target something on the small-scale of a person. So, as far as controlling or disrupting anything on that scale in a meaningful way, that would be the starting point for me to say I don't see it. Furthermore, it concentrates energy to excite regions of the ionosphere - very different than brainwaves. Granted, I clearly don't know all of the details or all of the capabilities, but given what I do know, it wouldn't make sense to me.
