It's an alternative to a red sauce for people that have heartburn issues or acid reflux etc. but it should have been clear on the menu. If it was an upscale restaurant I'm inclined to believe you misread the menu. But of course I could be wrong and your server made an error. My last guess is the kitchen screwed up.

Food historian Ken Albala says (via The Conversation) that ketchup is pretty much at the top of the list when it comes to popular condiments in a number of countries, and that's true of Germany, too... sort of. Berlin's condiment of choice is a little different, and it's actually called currywurst sauce.Jul 2, 2019

That's because errbody loves french fries/fried potatoes and ketchup is good with them. Ask Ken Albadula if he eats ketchup on his hot dogs.
