If the defense can't substitute fast enough it is an unfair advantage.
It also seems to be designed around combining that with just...how to properly word it...the fact that it takes a player - save a wide receiver - less energy to run an offensive play than it does to run a defensive play.
And then to try to take further advantage of that by preventing substitutions on the defensive side of the ball
