This makes sense. They had to hand down a punishment on those who had the ability and the responsibility of stopping it. A punishment so hard that it forces other organizations around the league to take a proactive stance towards preventing bounties. It's not what you knew, it's what you should know.
And the bounty situation is actually worse than spy-gate because of it's injury connotations and legal libilities as the NFL is currently coming under fire.
