Seems to me he was making fun of the left - probably both sides of the political spectrum in fact. The left for liking stuff that gets them votes - dogs obviously can't vote, but any other type of sexual deviancy is apparently acceptable to them ... as long as it is "consensual". On the other side of the political spectrum he's saying folks are too straight (publicly) to agree with anything that doesn't have "missionary" attached ... and probably not even then if the lights are on.

They're an 80/early 90's pop group from the UK. You've probably heard their music without realizing it. Personal Jesus was a big hit of theirs.
