So did they not have any evidence of bribes directly tied to Sepp, or is he resigning because they do?

I think it's a combination of things. I think he believes that the charges may be making their way up to him. But I think he's probably received a lot of pressure because he has no support in Europe, which is the most financially powerful bloc.
