In my experience, the ellipsis is best used as a tease. The person using it is saying they know something you don't, while simultaneously hinting that you'd really like to know what they know.

I've also seen it used as a generic punctuation mark, or a pause, for people that are either in a hurry or don't feel confident about their command of punctuation.

Yeah, I’m looking forward to seeing what’s going to happen. Wish something would happen soon so we could get an idea of what’s going to happen, say a Pappoe decommit or one of our major targets like Wright or Gray going ahead and jumping in the boat.
