According to vq or ut247 he can graduate in May of 2019. He will have enough credits. And he can enroll during the summer... go back several pages and you will see.Explain please. Unless he is an EE next year and is back counted for this year I see no other way.
I've spent late last night and most of today checking on where things stand 24 hours before his announcement and here is what I've got:
Tennessee Side: Tennessee is very much in this. There has been a sense of the Vols were trailing UM for Bailey but after talking to numerous sources I would say that Pruitt and staff have done an outstanding job and Tennessee is trending especially with Bailey visiting three times unofficially. Pruitt has been heavily involved with Bailey and he's enjoyed a pretty good track record of landing his top targets in the past. The loss of Helton doesn't seem to be factoring in mind to hurt UT.
Michigan Side: Things have been quiet from the Michigan side lately but there has been a quiet confidence that Bailey would eventually chose the Wolverines. I do know near the end of the summer sources close to UM thought Harbaugh and staff would be tough to beat. Heading into his final decision it seems Michigan still feels they could land him but there is no definite answer from what I gathered.
Bottom Line: I'm not quite ready to put my crystal ball pick in. I want to check in with a few more sources before Bailey's decision but if I were to make a pick right now it would be Tennessee. It’s recruiting and things can change within the next 24 hours. They have before. But I feel like Tennessee has momentum right now.
If we hear anything new we will pass it along.

I’m with Grant on this. I’m still not ready to make a Crystal Ball pick, and might not at all before the announcement because I don’t think anyone really knows for sure right now, and I don’t want anyone to get the wrong idea. But if I had to make a pick, I would lean toward Tennessee at the moment.
Despite the perception that was out there for a while that Michigan was the favorite, I’ve heard a little more buzz about Tennessee in the last 24 to 48 hours that makes me think the Vols really have a shot at landing Bailey. It’s not going to surprise me at all if he picks either school. Bailey has gone to great lengths to keep things quiet, and I think both schools have felt good about him down the stretch. But I have talked with some people close to the situation who really think Bailey might pick Tennessee.
One thing I can say with some certainty: No matter which schools Bailey chooses, I don’t think his decision has been affected by Vols OC Tyson Helton’s departure. Bailey had a good relationship with Helton, but if he picks Michigan, I think it was because Michigan was the pick all along. And if he picks Tennessee, it’s obviously a result of the comfort level he feels with Pruitt’s staff as a whole and what he thinks about the direction of the program.
