The Catholic Church used to have a monopoly on speech so you shouldn't be surprised they support something like this.
 
There is a reason a lot of people left the church in the 1500s. Interesting people are only saying now that the Popes are a problem but they have been for 100s of years. Catholic Church hasn't been truly relevant since the 1500s.

Probably not but what theocracies are there outside of the Middle East? I can't think of a single one. Sure, you got Iran and Afghanistan but they are the only Theocratical states that I can think of. In fact you have more Communist/Secular states than Theocratic.
