It's a lot harder for Vanderbilt to usurp UT than it is for Texas A&M to move ahead of Texas.
Vanderbilt plays in the same conference as Tennessee, has an inferior stadium and facilities to those in Knoxville and offers no advantage to football players over the Vols with the exception of top-flight academics. A&M, on the other hand, joined a superior football conference poised to make waves with its network, is about to have the largest stadium in said conference and now has a wider recruiting ground than the Longhorns.
It won't happen overnight because Texas football is still, you know, Texas football... but that Longhorn Network won't be enough to keep them on top if A&M starts winning conference and national titles.
