It is doubtful. It would be hard to regulate. I think they could pass a rule that if you come out due to an injury you have to sit out the whole series.

They’ve been struggling to score against their defense most of today save on long TDs (their only TD of the second half came on a 48 yard pass).

With how their defense has been playing, it might have been more important that the offense actually get the TD than that they try milking the clock.
