It's very strange...Strikes me as either a suicide bombing by someone who has a beef with AT&T or a tactical strike to knock out comms for a bigger job.
Considering the day and time of occurrence, the goal to keep casualties to a minimum is possible and their intention had more to do with property damage or as you stated, disrupt comms in the area.

AT&T was heavily involved in the internet and phone system spying in conjunction with the NSA. Info was released in the Snowden papers. Draw your own conclusions.
