Equating not wearing a mask to DUI or speeding is interesting. DUI and speeding are easy to prove and can be argued as being reckless. So is it reckless for a person to be in public without a mask if they are not infected? If not, what is the justification for issuing a fine to such a person?

Yes. If your job is open, but your company furloughed you you are able to get it. You are also able to get it if you work but make less than what you're unemployment would be. The last day most states are paying this package is 7/25

My 2 cents. Is I think somehow you should have to turn in maybe a months worth of pay stubs, or they look at your tax return numbers from the previous year. A new stimulus should be based around an actual paycheck. If someone didnt work or cant produce their pay stubs they should either get the minimum, or nothing. My hopes is that would encourage them to get out and seek unemployment and help businesses who need people.
