Question for the crowd….
CDC says >500 cases per 100,000 population is high spread and should be under some for of restriction. Seems like their recommendations are based primarily on this metric. And essentially the whole world is high risk (except China
).

I’ve looked through the CDC website, and done some Google searching, but does anyone know where this data point comes from? It’s basically saying there is high spread if 99.5% of the population is not getting Covid on a daily basis.
