Maybe I'm too cynical (probably not), but when I read this my first reaction was "I'm surprised this wasn't dropped in 2015/16 when they wanted to fire him."

This... seems like a completely-reasonable policy.

I'm guessing this is not a "rule" but ironically common at most places. These are teenagers remember.....put them on a big campus and have some hot girls show them around is probably pretty common. They could have went the Louisville route...lol
