Why is that?
I know that Florida requires that I have car insurance and that if I don't I'm not allowed to drive -- its a criminal offense.

Exactly. Plus, you're only required to insure someone else via liability insurance. Never have to insure yourself.You are not required to have insurance to drive. You can drive around your property all day long and they can say nothing. You need the insurance to drive state roads and highways. They can legislate that.

who gives a shat about FL?That's wrong. Florida is a no fault state, meaning you are insuring your own med bills up to about $10k.
Besides which, a certain percentage of your insurance is designed to offset the costs created by the uninsured. They get shifted to you.
It says what they CAN do. There is a specific list and this clause
If you can't tie it to the list (or the list of other gov. branches), it's not part of their power.
