Since UTs classes start later than most, I'd take a look at when the majority of the schools start class and consider that to be a kind of deadline. He'll likely drag it out until then.

He doesn’t need to announce anything he is simply just a transfer he will enroll and show up for classes like any student would…there is literally no need to act like a high school recruit when you are already a college student
