It is interesting , we haven’t tried it so let’s try it and see if there’s an uptick in the number of illegals crossing the border . If we don’t see a huge upswing then we know it had zero effect . We can start the experiment on a 6 year trial run .

Being involved with ministries that try to help the Mexican poor, I'll tell you what I know. Ministries try to bypass the gov't because the gov't pilfers even humanitarian supplies. The gov't tries to keep ministries from bypassing them. It's a constant cat and mouse game trying to directly help the poor and keep the gov't from taking the help.
