They didn't. The issue is how they are transported. The Colombian President objects to the immigrants being handcuffed. He says they can use his plane as they will be treated differently.

That isn't good over well at the WH because it's defiance of Trump.

So instead of allowing the plane with the handcuffed illegals land and have the cuffs removed, he insisted they fly back in handcuffs and remain jailed until his plane can come pick them up?
