Mount Rushmore of Great Coordinators that failed at being the HC.

OP said "great coordinators". I dont consider Pruitt a great coordinator. He was average at Ga. FSU won with Winston, not a great defense and Clemson didnt have problems lighting his a$$ up at Alabama....Bama won their NCs for the most part outscoring people after Kirby left.

Who are some off the best coordinators that never dipped their toes in the HC ranks?

He had the number 1 defense in the country in 2013 at FSU. That team was a lot more than just Winston. He wasn’t average at UGA. His first defense was ranked 45th mainly because they were switching from a 4-3 to a 3-4. His Second and last defense there was ranked 17th.

Defensive rankings under Jeremy Pruitt as defensive coordinator:
2013 - FSU - 1st in scoring defense - 3 in total defense
2014 - GA - 17th in total defense
2015 - GA - 7th in total defense - 1st in passing defense
2016 - AL - 2nd in total defense
2017 - AL - 2nd in total defense

NO way you can mention Bob Davie and Gary Gibbs as being great, but not Pruitt.

I don't think Pruitt was a bad DC, but he also was only a DC at places that always have awesome defenses. His most impressive stint IMO was at FSU, but he inherited an absolutely loaded unit. His UGA defenses were good, but they were good before he got there. Same thing with Alabama. He didn't stick around long at any of those places, and it seemed like he was always stepping a great situation that was created by predecessors. I think there are many defensive coordinators who could have stepped into the situations Pruitt was in and put up similar results.

All of that would seem to suggest that he's definitely a competent defensive coach, but when I think of a "great coach" I think more of a coach who stuck around at a place(s) for a longer time and had consistent success over those longer time periods, especially if the unit he took over wasn't good when he got there. In contrast Pruitt inherited great defenses, stuck around for a year or 2, then left.

He had GREAT talent. Hell, Butch almost hung 50 on him in 2015. And that defense was 7th.

Again I recall Vols scoring 38 on Pruitt, after fumbling on the Ga 1 that prevented a TD and missed on a 4th down inside the 5. Easily could have scored 50+ Pruitts Ga def that day.

Ehhh, not true. Georgia's defense was 89th in the country the year before he took over. I'll give you Alabama, but to say he didn't improve GA's defense is absurd.
