I think the whole staff showing up means they're serious about him at qb. Low risk high reward offer.
He doesn't have the arm strength to play QB at the next level.

He does run with good lean though. This kid would make a really good RB or possibly slot receiver.

We know he doesn't pass your eye test. Not surprised.

I guess you know better than the full staff who went to see him and is wanting him at qb.

You know better than Pruitt and Chaney once again. We should hire you as a consultant for the team. They need you apparently.

Arm strength can be developed pretty quickly. What's more important is if his mechanics are solid. They look to be.

The better the mechanics are the easier it becomes to push the ball further.
Micheal Vick wasn't Tim Tebow strength wise but he could throw the ball much further, because of his mechanics and "torque". He would just flick his wrist and the ball would fly 55 yards flat footed.

Holiday can red-shirt and be a full-time QB and just learn the offense building his body up in the process. Meanwhile he still runs a 4.38. Work on his mental arsenal to catch up with his physical.

I'm no expert but his release seems kind of sidearm Vince Young style. Personally I'd take him and then let playing time push him to that decision himself.
