If we really wanted to fire one off in secret, it seems that we would do it from the interceptor base in Alaska, or if possible, preferably an Aegis-based interceptor in the middle of the Pacific ... not off the coast of LA at sunset.....

True, but the other satellite we brought down was done so from an interceptor ship. I don't know details of how it was done, but I suspect if we were shooting at a satellite off the coast of california at a weird time of day it was done because that particular location provided a fortuitous spot in it's orbit, and it was shot at as a target of opportunity on short notice. That would explain the lack of knowledge by some thought to be "in the know". That is a lof of "ifs" though.
This whole thing is probably something completely different if one applies Ockam.
And I am really glad not to be working MDA anymore. The beuracracy didn't allow for any meaningful engineering work to get done...at least where I worked.
