I think what people used to understand, like Mel Brooks, is that context and intent matter.Race based humor is fine. It's your prerogative to be offended. I enjoy Mel Brooks movies and comedians who are adept at using race as a platform for comedy.

I find John Oliver to be categorically hilarious. On the flip, I really love the oldschool Mel Brooks films, and we can all agree that Blazing Saddles wouldn't blow over well today.
