If a school is allowed to set pay based on a business model, like other businesses do, they'll get what the school can afford based on their business model. A very small school may offer basic minimum wage while a larger school may offer something more.

And if it is truly "market based", the "market rate" in the greater Knoxville area is going to take into account what UT, Maryville, College, Carson Newman, and other colleges deemed in that area etc. pay. Even if you extend that to southeast, or the US, the range is low to high and averaged.

It definitely will. Everyone involved is trying to keep it going without killing the golden goose. The dance of regulation changes to navigate amateurism, employment status, and lawsuits seem a bit absurd, but like you said. It will be fun to watch.
