Blow it during the night and early morning while they are asleep. Everytime you go to the bathroom, etc.
The barking will disturb their sleep. Either they put dog out unleashed and you call animal control or they get rid of their "problem" dog.
If there is a way to set the whistle on an automatic timer during the night where you don't need to be awake, even better.
It was originally a livestock guardian dog from the Caucasus Mountain region, and then the Soviet Military got ahold of them for a breeding program. They are now criminally insane Godless killing machines. The temperament test for puppies is different with this breed. Most puppies will submit or be playful if you roll them on their back. A "good" Ovcharka puppy will fight you.

I don’t know about you but I work too damn hard and pay too much in taxes for someone to be inconsiderate and irresponsible with their pets. Sorry but I have nice shoes and don’t want dog **** on them and anywhere near entering my house because of someone else doesn’t give AF about another’s property… No thanks.It’s just some poop.
If they park outside check them out to see the path they walk to their car.....then toss the poo in that path. After a few times of driving down the road with the heater on stoking up the smell of doggie poo might make a difference. Might not hurt to maybe sling the poo towards their car doors, you might get lucky and hit the door handle. Dog poo on one's hands is not pleasant.
Trapping the dogs could be the best plan. In my area there's a "release fee" for a dog that's been picked up by Animal Control. Trap it, call Animal Control to come get it, and see if these folks want to pay to get it back. If not, problem solved.
