There were a lot of steps, but was the USCe player fumbling the ball? If he had possession as soon as he touched the ball, then he took four steps. But he maybe didn't have control of the ball for the first couple of steps.

I guess it's possible. Looked to me like he had control at the time but I haven't gone back and really examined it.
