Last year, Mr Kim said North Korea would stop nuclear testing and would no longer launch intercontinental ballistic missiles.

Nuclear activity appears to be continuing, however, and satellite images of North Korea's main nuclear site last month showed movement, suggesting the country could be reprocessing radioactive material into bomb fuel.

Pyongyang also continues to demonstrate its abilities to develop new weapons despite strict economic sanctions.

North Korea has again fired two short-range missiles into the waters that separate it from Japan, according to South Korea's military. South Korea's Joint Chiefs of Staff announced that the missiles, which flew about 155 miles and reached an altitude of 18 miles, were launched about 20 minutes apart early Wednesday morning from the Kalma area near North Korea's Wonsan port, according to the Yonhap news agency.

The experts said North Korea “used cyberspace to launch increasingly sophisticated attacks to steal funds from financial institutions and cryptocurrency exchanges to generate income.” They also used cyberspace to launder the stolen money, the report said.

“Democratic People’s Republic of Korea cyber actors, many operating under the direction of the Reconnaissance General Bureau, raise money for its WMD (weapons of mass destruction) programmes, with total proceeds to date estimated at up to two billion US dollars,” the report said.

North Korea has threatened to carry out more weapons tests after it fired its fourth set of projectiles in less than two weeks following the start of joint exercises between the United States and South Korea.

The statement comes just an hour after the North fired on Tuesday "two projectiles that are assumed to be short-range ballistic missiles" from South Hwanghae province on its west coast.

Widespread transmission of African swine fever, which isn’t known to harm humans but kills most pigs in a week, may put North Korea’s food security in graver jeopardy.

Crop production there is forecast to be smaller than usual for the rest of 2019 due to below-average rainfall and low water supplies for irrigation, the FAO said last month. About 40% of the population, or 10.1 million people, are estimated to be food-insecure and in urgent need of food assistance, according to results from an UN assessment conducted last April.

Worse Hunger
African swine fever will worsen hunger and malnutrition, said Cho Chunghi, who fled North Korea in 2011 after spending a decade working for the government’s animal disease control program. Many North Korean households raise pigs to earn money to buy rice.
