The International Court of Justice ruled in 2004 that U.S. states' sentencing of 54 Mexican citizens to death without allowing them to contact the Mexican Consulate was a violation of the treaty.

but an omission in the handling of his case may make things tough for American citizens arrested abroad: Leal wasn't told that he could contact the Mexican Consulate.

the article is unclear as to whether they were all treated the same but it's to be expected.

Also this part pretty much says it's not Texas' fault

but the U.S. Supreme Court ruled in 2008 that neither Texas nor any U.S. state could be held to an international treaty unless Congress passed a law binding them to it.

he was not denied the right he just wasn't told it was an option. If you're going to sneak into another country to kidnap, rape and murder a 16-year-old girl then you might want to know the rules beforehand.

If this American raped and killed a 16 year old in Bangladesh, I wouldnt have a problem with them frying him without contacting their consulate. Like others have said, he wasnt prevented from doing such anyway.

The POS wouldn't be walking the Earth either way. It's about running things as you would like other nations to. We expect Iran and North Korea to allow prisoners to contact their consulates and the eventually DO. But we're apparently too high of an authority to do that.

they also do not have the court system we do. Start there and then we'll worry about the smaller details

because the comparison of the US system to NK or Iran is ridiculous. Someone in trouble there needs help because of the system. Not really the case here. Of course like BC said, if it's a US citizen that did the same crime as this guy I don't care if they get the contact or not

he was also not denied the right to contact them he just didn't. The states are not subject to any treaty so TX did nothing wrong. How many years did they have to correct this issue?

it's more of an inept gov't since they entered the treaty and never sent it to Congress. Since they messed up the state of TX is allowed to give them the finger
