I would make such a guarantee if certain performance-based conditions were met with the program (certain number of national or conference championships achieved, meeting/exceeding an agreed winning percentage in conference, etc.).
If there is one scenario where I would consider bringing someone without head coaching experience for the job, then it is one where a legend steps down and you want to keep things going strong with the next in charge within the program.
If Gruden kills it like a Devaney, an Alexander, or an Engle, then it would make some sense to maintain continuity with an Osborne, a Dodd, or a Paterno.
But even if you were to put such a guarantee in writing, there would be nothing there preventing Martin from taking a quality opportunity and leaving Tennessee.
