They probably consider lost revenues because of a struggling football program. Less people filling up, for example.

All I know is this, if Kiffin (failed NFL coach for a short time) and his "All-Star" staff could bring in the number one recruit (though he was a bust), and alot of other top recruits...I think a guy who won a Super Bowl, is on MNF, coaches players before the NFL Draft, and is recognized as a football genius, can easily get much better recruits to Rocky Top, without the violations, pissing off everyone, and bringing in players who had character issues.

EVERYONE has recruited to Tennessee. Dooley has done pretty well even though we have sucked. Been overstated for years how hard it is to recruit here. Been said here before we have largest recruiting budget in the nation
