The way it looks right now, the smartest thing would be to operate with an interim coach for a while. I honestly can't think of any respectable FBS coach that would touch that job.
First everyone on the whole staff needs to be let go so there's a clean break, and then you find an alumnus with a squeaky-clean reputation to take one for the team for a few years and rebuild the program's image. Winning has to be beside the point for awhile.
Right around that level is where they're going to have to hire. Clawson, Dan Enos, Ron English, etc. could all be candidates. Might have to go to FCS to find a new coach.

I always thought Herm Edwards would make a great fit for one of the service academies, but I wonder if he would even consider PSU in its current state.
They will get a decent head coach if they open the checkbook. It's been widely publicized for years that JoPa is realtively low paid and the PSU BOT will have to get their heads around current market conditions. PSU has a scandal that will more or less walk out the door with the people behind it if the school does clean house. Otherwise, their program and roster is in good shape. It'll be an easier job than what Dooley stepped into.

Sadly, I think this is true. Golden's a PSU alum and he may as well trade one scandal for another. At least at PSU, the NCAA won't yank schollies or impose a post-season ban.
