It's not so much the same in the case of this league, but I see where you're going.
(though IMO "rival" is a strong as far as these teams go; different discussion though)
To play devil's advocate, it's not like peyton has not had this problem his whole career (college and pro).
Some of thew blame falls on him. Look up how many times the colts have been 1 and done in the playoffs....with the game being at home.
Unheard of for a hall of fame qb. He needs to look in the mirror too

he'll get in, he's got his name too high on too many records now plus 1 SB ring.
The only worries/discussions about it seem to be more from and/or towards an audience who wants him to get in AND be considered "the best ever"
the latter of which is always going to be subject to debate though depending on one's views on the position and the sport
