Nope. If we are going to keep our current system, then people do not contribute to the common purse, or are taking any form of government support, should have voting rights completely revoked.
This is one of the things that made lowering the voting age so absurd - especially as more kids move from HS to college than to work. Before people are allowed to vote they really need to see what is involved in making a living and how taxes affect their livelihood. It's easy for someone who isn't out trying to survive on his or her own to think about all the things government could do, but it's another to realize that you as an individual have to pay for it and that reduces your means to survive. We as individuals unlike the government have to make decisions on what we can afford.
