The federal response to western NC was a joke, but I think the “legislative” $225 million referred to was the bill the Nc legislature voted on in November.

That bill allocated 227mil, but held 225 of that until the legislature could make specific allocations. The Leg. didn’t trust Gov Stein to distribute the money properly. (Neither do I.)
