A second House Democrat is vowing to oppose a budget, which would need to be passed through the filibuster-proof reconciliation process, that excludes amnesty for illegal aliens.

Why should a budget include amnesty for illegal aliens? That's policy - not a budgetary matter unless separate legislation makes it a policy; at that point you discuss funding. This is a prime example of what's wrong in DC and in congress. Too little focus on specific legislative agendas and too much hidden crap in legislation. One specific item per bill - period; it passes or fails on it's own value.

Congressional fraud (or normal operating policy) is the collusion of two old concepts - lack of oversight "who polices the police" and power "absolute power corrupts absolutely".
