I've had the same experience. They want to ignore it and hopes no one else notices what a screw up these people are. It'll make them feel better and be easier to swallow when they go for the same lines next time. For the ones that are still motivated.

That's the problem. Congress passes laws that have MAJOR unintended consequences because congressmen on both sides of the aisle don't know enough to understand the potential ramifications (or even enough to ask the correct relevant questions).

It's the difference between the current fair value (market value) and the cost basis. Of course, since the gains are unrealized, there is no cash resulting from those unrealized gains. That means that in order to pay taxes on unrealized gains, you could potentially have to SELL the damn assets to raise cash to pay the taxes. The problem is that the incompetent jacka$$e$ in the Biden Administration and in the Democratic side of Congress don't seem to understand that fact. Then you get into more interesting problems like valuation of assets such as a privately held company, a farm, collectibles like artwork, etc.

The IRS already has an angle on that - they could conceivably just decide what they "calculate" the gain should be. That's no different from loans. If you loan someone money and they pay you back, you have to use a minimum interest rate that the IRS says is in effect at the time the loan originates. Otherwise the IRS forces you to pay tax on the "imputed interest" that you didn't actually charge the other person. That's a step to the IRS deciding you sold something at an unreasonably low price, etc and determining what your taxable profit should have been.
