We know that's a BS statement on so many counts. First we don't know it because we've never enforced it - sorta like the French defending their own country. Second, Reagan agreed to amnesty on the provision the "broken" immigration system would be fixed; it wasn't, and dems have owned one or both houses of congress most years since Reagan. The first thing that actually should be fixed is the jus soli vs jus sanguinis determination of citizenship at birth. If US citizenship were determined by parental citizenship like most of the rest of the world and virtually all of Europe does, then there would be limited incentive for border jumpers. The US is almost the only first world country that does citizenship by birth location - unless you count S and C America and a handful of African countries as not banana republics.
