But if the whole state is allocated 2 cases a year, it doesn't matter. The individual distributors in the state always control the allocations, but how much the state is allocated is the issue

I know hes not everyones favorite, but Basillio has been talking about that a lot this season. He said that too many flags being called are one of the focuses the rules committee has put forward to keeping the game moving and getting them over faster. Calling too many PI's was a point of emphasis and basically unless they have to call it they are going to let a lot more things go.
Watch for almost all contact in the lane this year in college basketball to be a block. The directive to officials is to minimize charges. Similar to the DPI no calls fans are going to be perplexed at the calls.

Its going to be extremely annoying and make college basketball even more frustrating.

No. Sadly. But I travel all over the country. Some states get literally single digit cases a year, others get unlimited and they can't sell it all. So stupid.
