i think they mean the schools processes for firing people… i do the hiring and firing at my job and i have to go through the proper steps before i can terminate someone.
The last I remember hearing on that it was because they're basically grandfathered in. You can't just open a new club up and compete and the ones that own the those operating don't upgrade. There's situations like that with bars and package stores across the state because for so long we operated with a hodge podge of blue laws. Often the biggest opponents of changes in laws like that are those that own the few places allowed - package stores don't want more competitors and they don't want wine in grocery stores etc. It's basically when a few get permits to do a type of business whether it's alcohol or strip clubs they'll def. lobby to keep anyone else from being able to get one. Situations like that are gold mines if you are the one with one of the handful of permits.
