Well my next thought would be the thermostat is limiting current but if you have voltage at the element....I dunno man. I'm not an electrician for sure but I try to do most of my home repairs and if I can't do it myself I try to be educated enough to not get ****ed by the repair guys lol.Thanks. I've got voltage the around the element.

Would it also be on a breaker in the electrical panel?
I've been fighting with the water heaters for 2 evenings now. It's driving me nuts.
edit - maybe make sure the thermostat hasn't been monkeyed with. I'm guessing there's some way to "reset" the thermostat by turning all the way in or out and then dialing it back to a factory preset?
