Why do people not use low gears on a bicycle for going uphill?

Saw a feller on an ebike out of the saddle this morning, pumping exhaustively up a moderate incline.

Couple of things come to mind…
1. The rider didn’t have pedal assist engaged. In this case, e-bikes are heavy. Get it up to get it on.
2. The rider is training, deliberately staying in higher gear for development of strength, skill, technique, stamina.

Or, stupid is as stupid does.
